Private Wells

BBHD keeps records of all new private wells in our jurisdiction. Before a private well can be constructed, the BBHD must sign a well permit that is submitted by a state licensed well contractor. This permit shows the location of the well on the property and ensures that the minimum separating distances to any sources of potential contamination are met. After construction, the well driller is responsible for sending a copy of the well completion report to the Health District.

Well Testing

The last step for approval is usually the responsibility of the well owner and requires a water test performed by a State Licensed Laboratory. In addition to the one-time bacteria, physical and inorganic testing required by the State Department of Public Health, the BBHD requires a volatile organic compound test for new wells to ensure that the groundwater is absent of these cancer causing chemicals.

REGULATIONS FOR WELL ABANDONMENT

(Regulations of Connecticut State Agencies) Sec. 25-128-56: Abandonment of wells, responsibility: Any well that is abandoned shall not be a source or cause of contamination or pollution of ground water resources. Abandonment procedures shall be performed or directed only by a registered well driller. The registered well drilling contractor who performs the work of abandonment shall be responsible for compliance with the procedure of abandonment of the well, as provided in this part and shall notify the local health authority of the abandonment of the well. (Effective May 21, 1993)
